Paul was born and raised in Ludlow, Massachusetts and graduated from Ludlow High School in 1993. In 1997, he graduated from Boston College in Chestnut Hill, Massachusetts. Paul earned his law degree from Western New England College School of Law in Springfield, Massachusetts in 2000. He spent the first eleven years of his legal career practicing with a firm in Wilbraham before beginning his practice in 2011.
